1. Do you support any gun control efforts? If so, which and why?
The way the gun control laws are implemented today, they do very little to curb actual gun violence. Age restrictions are not adequate enough for such purposes. What we need in our society is to mandate early education on the use of guns. Just as we provide early education to obtain the driving license, similarly, we should mandate at the school level a gun certification thru vigorous training programs. Also, just as the driving tests are required on a periodic basis, much the same way, we should mandate the gun license permits based results of such tests.
2. Or, do you believe the 2nd Amendment is inviolate and that there should be no restrictions on firearm ownership?
The Second Amendment to the United States Constitution protects the individual right to keep and bear arms, but it is up to the people to define the responsible use of guns for the modern times. For this reason, I support the use of guns and I support the ban for the use of selected groups of weapons. Possession of arms without any restrictions is not an option under any circumstances.
3. If you believe more federal gun control legislation is needed, what was the tipping point for you?
I do not think that we need more of the gun control legislation. What we need today is much more effective court system which administers the existing penalty laws on the books. The laws should be implemented to its fullest in a strict and a very expeditious manner that would act as a serious deterrent to the future offenders. It appears to me that our federal gun control legislation is designed to fixing problems rather than resolving them. Adequate gun control should be based on the adequate gun education and training.
The tipping point regarding the indiscriminate use of arms has passed many times. In the most violent gun crimes, we have witnessed recently, we always failed to detect the culprit entering the institution with a cache of weapons despite the most advanced detection technologies at hand. This issue should be very aggressively addressed and resolved first before we put another “fixer law” on the books.
4. Do you believe a federal law targeting assault weapons is needed? If so, what restrictions do you support? If not, why not?
Since I am not a gun owner, I do not recognize any need for weapons requiring to accept detachable magazines, although, it may be desired for some sporting applications. Therefore, any federal laws which target the assault weapons should be carefully designed while limiting the use of such weapons.

No, I am not a gun owner and I never felt any need to own one. But, if one day I wish to own one, I should not be prevented from exercising such a right.
1. Please tell us about your civic work in the last two years, whether it’s legislation you have sponsored or other paid or volunteer work to improve your community.
No previous political experience, but during the last decade I served in the key leadership positions of several civic organizations such as the Commodore of the Chicago Yachting Association – umbrella organization for all Chicago major yacht clubs and maritime organizations, Secretary of the PAL-PAC(Polish American Leadership – Political Action Committee), President of the Polish American Congress of the Illinois Division and the Commodore of the Joseph Conrad Yacht Club
2. What are your views on the decision by the U.S. House to impeach President Donald Trump? Has the impeachment process been fair or not? How so? If, in your view, the president should not have been impeached, would you have supported censure? Please explain.
I am very disappointed with this process since instead of giving the president a chance to execute his responsibilities he was elected to perform by the people, he is now being dragged to the political combat with the democratically controlled Congress. From the Russian collusion to the impeachment dilution. Where does it end?. Trump is in the last year of his term and if people have serious concerns about his governess, let the people themselves express it in the November elections. Do the legislators realize that the U.S. perception of the world has been severely undermined. The president of China Xi Jinping, last year literally elected himself to be the emperor for life and is anybody in China complaining? Before it can get worse, maybe someone should realize that to be a successful country today, we need adopt a totally different, “common sense” approach, to our current course of the self- destructive democratic practices.
3. How would you reduce the federal budget deficit, which now stands at about $1 trillion for 2020? What changes, if any, to the U.S. tax code do you support and why?
During the Obama presidency for the first time in over 200 hundred years, the national deficit had doubled from 10 trillion to nearly 20 trillion and no one was or is now complaining. How many of his progressive reforms have created a permanent annual debt to our fiscal wellbeing. Let me just give you one example, Obama has doubled the number of people relying on the public assistance, from about 24 million to nearly 50 million. I ask – what is the annual cost of such a program, and how long such free lunch money will last?
To address seriously our national debt we must examine all past programs and their contributions to the annual national debt. If one trillion dollars is a concern, than somebody should ask where the additional trillions of dollars will come from when one of the democratic challengers will be elected as the next president?
4. What changes would you like to see made to our nation’s healthcare system? Would you shore up the Affordable Care Act or work to repeal it in full? What’s your view on Medicare for All? And what should be done, if anything, to bring down the cost of prescription drugs?
The biggest health care threat to our nation is the constant drive toward the single payer system run under the total control of the government. Such practices create very expensive administrative and distribution of services. The government role must be limited and it we desire the health system to be under a fiscal control, we must have it managed by the private industries which are engage in the competitive bidding for the most cost effective services. Irrespective of the name of the health program, to remain solvent we must very, very carefully examine them all for the benefit of future generations. Let’s do not spend the money we do not have! Please do remember that governments are not good at creating money, they excellent at spending and distributing someone’s money.
5. The Trump administration is awaiting a ruling from the Supreme Court as to whether it can end the DACA program — Deferred Action for Childhood Arrivals — which shields young undocumented immigrants from deportation. Do you support or oppose DACA and why? Should a path to citizenship be created for the so-called DREAMers? Please explain.
In principle I support the need for child programs which ultimately lead to the citizenship status. The broader question is – how the parents are treated since I do not subscribe to separating of children from parent. It must be remembered that we are dealing many a times with illegal entries to the country and although it is highly desirable to settle a closure with the illegal entry issues, but me may have also address the issues of modernizing the immigration system to offer only the legal immigration entry into the country. The children’s programs by themselves will not address the issue without addressing their own parents’ immigration status first.
6. What are the three most important issues in your district on which the federal government can and should act?
Jobs, more jobs, more very good jobs. As the US Illinois Senator I will fight for the best jobs in Illinois. I will strive to designate special economic zones in the State of Illinois with the most advanced technologies such as 5G, AI, quantum computing, robotics and automation. As for the country, I will fight to restore and rebuild 8 million industrial jobs and 50,000 factories which we exported overseas during the last 40 years.
Creating a robust job market will definitely stop the massive exodus from the State but also help to improve the highest state debt status in the country.
7. What is the biggest difference between you and your opponent(s)?
First of all, since I was raised in the socialist Poland, I can educate people about the perilous outcome of the socialist policies. I can convince the young generation of Americans that the utopian world everything free for all and the world of plenty is just a dream vision which ends in the collapse of the society or worse in the mass killings.
Secondly, as an immigrant I came to this country by following the immigration rules for 50 years to achieve my family dream of life in a free world. I know that we can improve or even overhaul the immigration system, but the system must always work for the economic benefit of the country. I could advance the argument that immigrants should achieve success by their own bootstraps, and not by government handouts. My family achieved success in the free enterprise society by hard work and their passion to succeed.
8. What action should Congress take, if any, to reduce gun violence?
During my signature campaign I went to several gun shows and the issue of gun violence always was raised. I was surprised to hear from the very young audience that we not addressing the issue correctly since we are failing to educate at school level about the guns. Just as we give classes on driving, much the same way we should at some point provide adequate school training on the use of guns before the permit is granted to use the gun. Furthermore, we should implement a very aggressive permit fee structure based on the gun the permit is issued for. Above all, let’s leave the 2nd Amendment alone!
9. Is climate change real? Is it significantly man-made? Is it a threat to humankind? What if anything should Congress and the federal government do about it?
I consider all climate concerns very seriously and we owe it to the next generations to be a good stewards of our planet. Although, the environment protection is a serious issue, but it must be a jobs builder not the jobs killer. By the example of the Western Europe, implementation of environmental policies should not be disruptive to the workforce.
I totally find it unacceptable that today a teenager that is cutting classes to preach the world about the climate change. She should be in a classroom to learn about the weather and the climate differences to find that many a times in the human history we went thru severe climate cycles without the human intervention involved.
We must be very careful and cautious when addressing the issue since there is no magic bullet. Principally and under no circumstances we should not jeopardize our own job markets to solve the problems of the entire world. Moreover, let’s be realistic and look at the real culprits, e.g. China annually emitting nearly 10,000 tons of CO2 whereas the US emits half of that. And let’s be blunt, China has no desire to curb their jobs in their own polluting industries. In fact, when we ourselves eliminate environment sensitive jobs, China quickly moves in to fill the gap and create new jobs in their air polluting industries. Oh yes, they will quickly sign each and every international agreement calling for reductions of the emission levels. That is China for you – preaching the world one thing and doing yet something totally different.
If we are seriously concerned about our environment, instead of concentration on some unrealistic climate solutions we should clean up our water systems first and again let’s start with China and India being the world worst water polluters. During my travels to both countries a was able to see for myself the extent devastation and in China I was told by the villagers that the Yangtze river is now literally a sewer.
330 million of us will not save the entire world from pollution created by the 6 billion of others. Let them stop it first, and then lead the world in the clean-up!
10. What should Congress do to ensure the solvency of Social Security and Medicare?
For many decades the people of the United States and, for that matter, of the entire World have worked very hard to adopt social programs which all of us benefit today. As a country, the USA, has provided examples for many others to follow, and to be fair, we have learnt from others as well. It is therefore our responsibility, to make every reasonable effort to maintain such high social standards. To continue our social net, we must be very careful not to overspend our appetite to live beyond our limited capacities. After all as the popular adage says – “the money does not grow on trees”. Currently, we are on board of a runaway train that is accelerating at a rapid pace when it comes to living beyond our means. We are generating the unstoppable national debt to live today at the cost of our future generations. We must make every effort in our powers to reverse this dangerous trend by overhauling, re-examining of many a program to eliminate wasteful spending, duplication and sometimes squander or even outright fraud. I think that it is almost criminal when our Senior Citizens and/or Veterans are left in neglect and without sufficient social support. We should vigilant and proactive to check on their well-being before it reaches scandalous levels.
11. What should Congress do to address the student loan crisis? Would you use the word “crisis”?
We should not permit that our new generation of workforce who just earned their college or university degrees and who are the most able and most eager to start their professional careers, but they are forced immediately to pay back for their college costs at the time when they need the money the most, to establish themselves and to establish their own families. Initially, just to jump start their new professional life I am a proponent of differing the repayments for at least 3-5 years and reducing the interest expense to nearly zero. But ultimately, we must look very seriously engage in a debate for alternatives of the unbearable 1.5 trillion student loan debt before a very serious “crises” unfolds. The necessary preventive measures must be dealt with on priority basis with by the new Congress.
I consider far more dangerous to be is a 10 trillion dollar of corporate debt now revealed which may have a serious impact on our future economic wellbeing.
12. What should our nation’s relationship be with Russia?
We conduct our relationship with Russia on many levels and their impact
has stabilized over the years and it appears to be under control. I would be far more
concerned today about China which acts very aggressively on many a front,
starting from economic world ambitions and end on their militaristic pursuit to
become the dominant world player as well.
13. What’s your view on the use of tariffs in international commerce? Has President Trump imposed tariffs properly and effectively? Please explain.
It is the responsibility of the government to create suitable economic conditions for all to prosper, therefore, we must revamp the obsolete tariff system from 1816 to benefit primary the U.S. This should remain our priority in order to give our nation a chance to succeed in the world of so called “fair trade”. For that very reason it is unfair to criticize today President Trump for his tariff policies since he has one clear goal- to bring the jobs back to America and today, he has no option but use what is available. During the recent interview with the Apple CEO Tim Cook, when asked – please give us a pass on the tariffs, he promptly responded: bring the jobs back – no tariffs. President Trump is forced to use the obsolete and still available old system for modern times. Does anyone see that?
14. Does the United States have a responsibility to promote democracy in other countries? Please explain.
I think The United Stated should seriously back-off of the issue of promotion the democracies around the world. It is evident that the President Trump understands this well. Long ago we should have stopped preaching the world how to run their own countries since their leaders operate under the accepted norms and many a times religious influences if not under the control mandated by the state. Let’s leave them alone and let them learn by our own example instead since many times our democratic exports turned into dismal disasters. To be truthful, the China’s or Russia’s handling of this delicate issue is more effective than ours.
15. What should Congress do to limit the proliferation of nuclear arms?
In honesty, very little and most likely – none. A sensible President can be far more effective in that regard that the Congress in the state of constant confusion. The question to ask is this – where was the Congress when there were only two nuclear superpowers in check with each other, the USA and USRR? That was the time to stop it nuclear proliferation. Today, there many countries which are in possession of nuclear arms and the situation may quickly become uncontrollable.

Ronald Reagan was born in Illinois and his policies in many respects are the keys which I follow for advancing of my own political agenda.
18. What’s your favorite TV, streaming or web-based show of all time. Why?
As a teenager in Poland, I enjoyed watching TV serials of Sign of Zorro and the Robin Hood for obvious reasons. Once I arrived in the United Stated, I was far more pre-occupied with advancing of my career pursuits, thus, I did not have much of extensive leisure time dedicated to watching TV shows. The success comes with a hard work and as a result it has its own costs!

I am an immigrant who was raised in the socialist Poland mired in the utopian world of free”for all” and I have achieved my success in the U.S. Therefore, unlike any other opponent, I offer very unique credentials and very compelling perspective for the Illinois voters.
2) What are your highest priorities for Illinois and the nation?
I will fight for the best jobs in Illinois. I will strive to designate special economic zones in the State of Illinois with the most advanced technologies such as 5G, AI, quantum computing, robotics and automation. For the country, I will fight to restore and rebuild 8 million industrial jobs and 50,000 factories which we exported overseas during the last 40 years. Also, our national debt is growing twice as fast as the GDP. The debt has doubled in the last 10 years and now it stands at 23 trillion. For the sake of the next generations and to avoid economic disaster, we must curtail our spending, eliminate waste, loopholes and create better economic conditions for our middle class to expand. Large corporations such as Amazon should never be allowed to avoid taxation. 10 trillion dollars of corporate debt and 1.5 trillion dollars of student loan debt must be also addressed. The environment protection is a serious issue, but it must be a jobs builder not the jobs killer. By the example of the Western Europe, implementation of environmental policies should not be disruptive to the workforce.
3) If you could fix longstanding problems with this country’s immigration system, what would you do?
Today, it is highly desirable to overhaul and modernize the 100-year old immigration system, but the system must work for the economic benefit of the country and the system must be primarily administered based on our workforce needs of the private industries. If the immigrants can proof that they will not be a burden for the country then the private individual/entities should be also able to sponsor new immigrants. Participating countries should be provided with the lists of open jobs for specific needs and with specific qualification requirements. Fact is that if we restore 8 million lost jobs and rebuild 50,000 factories we exported overseas during the past 40 years, the immigration will thrive and our country will thrive as well.
4) Are you prepared to take up real reform to Social Security and Medicare to ensure their future solvency? What specific reforms and cuts to entitlements would you be willing to support?
At all costs the Social Security safety net should retained and protected. The Medicare system is also critical to the well-being of Americans, but the funding for both must be scrutinized to avoid waste, duplication, and even outright fraud. In case of Medicare, the costs can reduced enormously by shrinking the costs of the prescription drugs. Today, the main beneficent of the program are not the people but the Big Pharma. Before we reduce any benefits, and before we take the next step, let’s first concentrate on the most efficient use of the money and available resources.
5) What is the government’s obligation, if any, to help American workers secure health insurance? Do you support the creation or continuation of a program, such as Medicare for All or Obamacare? Do you have a different idea? If you support a government-related insurance plan, how would you pay for it?
I believe that the private industries can provide the most efficient use of funds and resources for the insured. The government, on the other hand, is very good only at wasting someone else’s money. Let’s stop the government from bankrupting the system entirely. Only in situations where some people could not benefit from the private funding, the government should step in to provide adequate and meaningful healthcare.
6) What security role should the U.S. play in world affairs?
Many people do not what the U.S. to be the policeman of the world, but the truth is that in that role we also insure are own freedoms and security. Up to this point we projected our force by the use of the hard power at very high costs and often at the displeasure of the foreign entities. But if you think that we do not need to protect our system of values by projecting our military power, just watch very carefully how China today is militarizing their foreign presence and how quickly. In truth, currently, to be the dominant player in the world, we maintain a vest network of military bases around the world. In the U.S. alone, we have on duty over million soldiers and anther 165,000 in more than 150 countries. In order to reduce substantially the costs we must aggressively demand from our alliance partnerships to pay for the our services and protection we provide. We must also modify our strategy to project our influence by the extensive use of the soft power and the willing proxies. This means that we must make the best use of the advanced technologies to weaponize our soldiers. We must alter our strategies for the conflict resolution by the development of the entrepreneurial military strategies such as A2/AD (Anti-Access/Anti Denial), effective use of drones, and we must push to the limits our surveillance capabilities before our soldiers are send to far away places.
7) Unemployment is at a 50-year low and economic growth is steady. Assess the state of the economy and tell us how you would improve economic prospects for Americans.
Although the unemployment may be at the 50-year low, but today most the jobs are low paying jobs in the service industries and many a times it takes two jobs just to keep up with proverbial ”Jones”. Many of the jobs which require high skill labor and highly educated professionals were literally exported to the 3rd world countries, especially to China. We must reverse this course and retain our own intellectual properties by building anew our own markets for very good jobs for all. It is the responsibility of the Government to create suitable economic conditions for all to prosper. By restoring the 8 million jobs and 50,000 factories we lost to the 3rd world countries during the last 40 years, we will most certainly make the first step to export once again our “Made in America” products . Also, revamping of the 1816 tariff system to benefit primary the U.S. should be the priority of our Government to give us a chance to succeed in the world of fair trade.
8) What measures if any to combat climate change do you support?
If you listen to the news media buzz today, you will learn that our civilization is doomed to extinct in ten years or maybe even sooner. Why, because of the man generated unsustainable CO2 emissions, which are they claim is at astronomical levels which leads to the global warming and to the inevitable death of the planet earth. Did these climate experts and/or alarmists bothered to verify that during the course of life on our planet, the earth’s climate went thru numerous cycles of warming and cooling, and most recently warming occurred in XV and XVIII centuries and cooling in in XVII and XIX centuries. No one can challenge the fact that during these periods of time all emissions were not made by the man’s activity but due other phenomena totally beyond the man’s control. Simply put, our earth’s climate goes thru such cycles and this time I believe is no different. On the balance, it does not mean that we should not curb the CO2 emissions, but we must be very careful and cautious when addressing the issue since there is no magic bullet. Not only that China has a total disregard for the air pollution controls but during the last forty(40) years they managed also to pollute their own river systems. Moa Tse Tung in his young years could safely swim in the Yangtze river then, but one will not dare to do dare to repeat the same feat today, since the Yangtze river has become literally a sewer system. This is what I was told by many local villagers during my trip to China some years ago. All of the well-meaning environmentalists should take a very close look at the world polluters to recognize the obvious, the United States, and Western Europe are the environmental leaders of the World, are they are very conscious and sensitive with respect to the environment controls with myriads of laws in the books to punish polluters. I find it ridiculous that we rush to close our coal mines and leave tens of thousands of people without any dignity for their work ethics of many a generation. Any planned reductions of jobs under any circumstances should always be phased in over a long period of time without disturbing the livelihood of the working people such is it currently implemented in Germany. The approach which we should be as follows – Firstly First, to create a new job, or find replacement for the job before you eliminate it one. Let’s be very honest, if the environmentalists are really concerned about the issue of our environment, first and foremost, they should put the world on the notice to eliminate plastic packaging, bottles and other mass produced plastic utility items first to save the planet, since not just rivers, but also our oceans show the scourge of the plastic pollution which results in the destruction with the dying of the marine life. Save the planet yes, but first, save the United States. Let the others to do their own homework as well.! Our mission is limited and we cannot save the entire world.”
9) Describe briefly your position on how to balance the 2nd Amendment and gun safety.
The 2nd Amendment is about the right to own a gun and not about the gun safety. To insure that individuals follow safety rules, we must create educational programs during the schooling years. A special curricula should be designed for classroom education where profession staff will conduct the weapon training. Only upon successful completion of such a program, individuals could be allowed to carry a weapon. Also a gun registration fees should be implemented based on the gun caliber and the purpose the gun is used for.
10) When have you shown independence from your party on an issue of major import?
Although most of the issues of importance which I promote are also shared by the Republican Party platform, but I am not afraid to advance my own solutions into the political discourse of the day.

For the sake of the next generations and to avoid economic disaster, we must curtail our spending, eliminate waste, loopholes and create better economic conditions for our middle class to expand. Large corporations such as Amazon should never be allowed to avoid taxation. 10 trillion dollars of corporate debt and 1.5 trillion dollars of student loan debt must be also addressed.
The environment protection is a serious issue, but it must be a jobs builder not the jobs killer. By the example of the Western Europe, implementation of environmental policies should not be disruptive to the workforce.
As an immigrant, by following the rules for 50 years, by hard work and the passion to succeed, I and my family have achieved the “American Dream”. My name is Casey Chlebek and I am running for the United States Senator. Since I am an immigrant who was raised in the socialist Poland and since I have achieved my success in the United States, therefore, I offer very unique credentials and very compelling perspective for the Illinois voters to elect me in the 2020 Elections.
Precinct Captains of the ROTW, I consider our national economy, perilous debt levels, proper response to the environmental concerns and immigration issues as the most pressing issues we face today. Let me give you my perspective on each one of them.
As the Illinois Senator, I will fight for the best jobs for all. I will strive to designate special economic zones in the State with the most advanced technologies such as 5G, AI, quantum computing, robotics and automation.
I will fight to stop the exodus of people and jobs from Illinois. For the country, I will fight to restore and rebuild 8 million industrial jobs and 50,000 factories which we exported overseas during the last 40 years. To that end, we must retain our own intellectual property by rebuilding many markets literally anew. It is the responsibility of the government to create suitable economic conditions for all to prosper, therefore, we must revamp the obsolete tariff system from 1816 to benefit primary the U.S. This should remain our priority in order to give our nation a chance to succeed in the world of so called “fair trade”.
Our national debt grows twice as fast as the GDP. The debt has doubled in the last 10 years and now it stands at 23 trillion. If we are seriously concerned about our environment, instead of concentration on some unrealistic climate solutions we should clean up our water systems first by starting with China and India being the world worst water polluters. 300 million of us will not save the entire world from pollution created by the 6 billion of others. Let them stop it first, and then lead the world in the clean-up!

I know that we can improve or even overhaul the immigration system, but the system must always work for the economic benefit of the country. I could advance the argument that immigrants should achieve success by their own bootstraps, and not by government handouts. My family achieved success in the free enterprise society by hard work and their passion to succeed.
Just as the individual, should live within the available means, the country should also live within its means without resorting to uncontrolled and perilous debt levels which will be carried into the next generations.
